No start on my 87 gt

I have an 87 gt that will not start. It acts as though the battery is dead and in the car the voltage gauge shows 10 and when you go to crank it dies. The battery is new and with a volt meterit is 12.8 and going to crank 12.3. The starter soldnoid is new and the starter tested good. I just replaced the ignition starter switch and no luck. If anyone could please help that would be great!!!

Does it turn over like it is trying to start? My 93 had a starting issue and it was a blown fusible link.
